The issue is there are only a few available pins for 'private' proprietary data links in the OBDii connector. While there is a requirement that the universal OBD port be able to read certain info related to emissions, I know of no reason why BMW could not also make it a location for reading and addressing all sorts of other codes/data, including airbag related codes/data.
